At the beginning of 2004, we have realized an important study on the stakes of the “Politique de la Ville” and the urban restoration in the Seine Saint-Denis (French Department n°93) for the City Minister and the General Council of the department.

After a phase of diagnosis carried out on the field, thanks to many interviews with the principal actors of the department (Elected officials, social lessors, Case of the Deposits, ...) and completed by the analysis of the commune files intended to be produced to the ANRU (National Agency for the Urban Renewal), we have identified the major actions as regards urban renewal on the sets of themes such as :

* The habitat and housing, integrating the urban environment and public spaces.

* Teaching and formation.

* The economic development and more particularly the animation of the “zones franches”.
